The Australian Rail survey also found that the cost of building a railway freight facility is also up, with the average cost for the first line of a railway to be $9,000 in 2018.
The next line of rail was $23,000 last year, and the final line was $41,000 a year later.
The survey also looked at the cost to build the rail system that would connect Brisbane and Melbourne, including the rail line that runs from Brisbane through the Hunter Valley and the new line that will run through the Cairns region.
